Meet Our Management Team

Joseph W. Stout III, President/Treasurer
Joe is the President, Treasurer and founder of Complete Lawn Service. He started Complete Lawn Service in 1972 with a lawnmower in the back of his Honda (which didn’t leave much room for him once it was fully loaded for work!). His dream  was to start a business customers could depend on for service excellence and results in the lawn and landscape field. He was supported in this by his father, Joseph W. Stout, Jr., an aeronautical engineer who joined the CLS team after his retirement and provided considerable guidance and wit.  Joe and his wife Pamela live in The Woodlands, TX. Joe handles all of the back office activities and sneaks back to Virginia a few days each month to check in on site. He has a lifetime love of music and has spent much of his free time playing in bands. He also enjoys golfing and recently had his first hole in one. He earned his pilot’s license in 1977 and loves to travel.


Russell A. Stout, Vice President/General Manager
Rusty is a Vice President, General Manager and owner of CLS. He was the first official employee of the fledgling family business. He started working part-time for CLS when he was only 14 and received his pesticide applicator’s license while still in high school. Rusty graduated from Old Dominion University in 1981. He began the irrigation division of the company in 1986 and became a certified residential irrigation designer in 1990. He has overseen the growth of the company, making it one of the most respected landscape management and irrigation companies in Northern Virginia. Rusty and his wife Elaine live in Centreville. They are recent empty nesters as their two children, Katie and Sam are both attending college in Virginia. He and his family are very active within the community, St. Timothy’s Church, and the local Boy Scout troop.


Stephen J. Pida, Vice President
Steve is a Vice President and owner of CLS. He is a Northern Virginia native who joined Complete Lawn Service in 1974 following his graduation from North Carolina State University with a dual B.S. in Forestry and Agricultural Economics. In addition to other duties, Steve’s forestry background makes him our resident tree expert. Steve and his wife Karen reside in Falls Church where they raised their four children Jennifer, Russ, Amy and David, and enjoy regular visits from their five grandchildren. He is an Elder of the Knox Presbyterian Church and teaches Sunday School.


Tessa Wuchenich, Operations Manager
Tessa joined Complete Lawn Service in 2015. As our Operations Manager, she focuses on all of our business operations and  accounting (billing and collections). Our Eastern Canadian import, Tessa and her ten year old daughter are an ex-Air force family and a great addition for us. Tessa’s background in International Hospitality gives her a strong foundation for our commitment to our customers and goal of exceptional service delivery.


Cynthia Rosales, Administrative Assistant
Cynthia joined our team in Fall 2016. When you call our office, you will most likely speak with her. She’s our customer service rep, manages phone traffic, keeps up with the guys in the field and is Tessa’s second hand. When she’s not keeping daily activities running smoothly, she’s enjoying life with her fiancee and working on her new home.
Raul Perdomo, Senior Foreman
Raul started working for CLS as a teenager. He started as a crew member and is now a senior foreman. Raul and his wife Violetta reside in Alexandria. Raul can do everything! He knows plant material and pruning techniques and is a skilled vehicle and small engine mechanic.
